    Designed to fail : a biopolitics of British Citizenship.

    Tracing a route through the recent 'ugly history' of British citizenship, this article advances two central claims. Firstly, British citizenship has been designed to fail specific groups and populations. Failure, it argues, is a design principle of British citizenship, in the most active and violent sense of the verb to design: to mark out, to indicate, to designate. Secondly, British citizenship is a biopolitics - a field of techniques and practices (legal, social, moral) through which populations are controlled and fashioned. This article begins with the 1981 Nationality Act and the violent conflicts between the police and black communities in Brixton that accompanied the passage of the Act through the British parliament. Employing Michel Foucault's concept of state racism, it argues that the 1981 Nationality Act marked a pivotal moment in the design of British citizenship and has operated as the template for a glut of subsequent nationality legislation that has shaped who can achieve citizenship. The central argument is that the existence of populations of failed citizens within Britain is not an accident of flawed design, but is foundational to British citizenship. For many 'national minorities' the lived realities of biopolitical citizenship stand in stark contradistinction to contemporary governmental accounts of citizenship that stress community cohesion, political participation, social responsibility, rights and pride in shared national belonging

    A reduced coupled-mode description for the electron-ion energy relaxation in dense matter

    We present a simplified model for the electron-ion energy relaxation in dense two-temperature systems that includes the effects of coupled collective modes. It also extends the standard Spitzer result to both degenerate and strongly coupled systems. Starting from the general coupled-mode description, we are able to solve analytically for the temperature relaxation time in warm dense matter and strongly coupled plasmas. This was achieved by decoupling the electron-ion dynamics and by representing the ion response in terms of the mode frequencies. The presented reduced model allows for a fast description of temperature equilibration within hydrodynamic simulations and an easy comparison for experimental investigations. For warm dense matter, both fluid and solid, the model gives a slower electron-ion equilibration than predicted by the classical Spitzer result

    Cluster-Impact Fusion and Effective Deuteron Temperature

    Temperature and kinematic line broadening are the primary contributions to the width of the proton energy spectrum measured in cluster-impact fusion experiments. By ascertaining these two contributions, we have determined an effective temperature for the high-velocity deuteron component that is responsible for the measured fusion yield. The extracted effective temperature is substantially higher than conventional estimates., and implies that cluster-impact fusion is hot fusion on an atomic scale.     The role of civil society actors in peacemaking : the case of Guatemala

    This article builds upon recent scholarship in critical peace studies that focuses on the role of civil society actors in formal peacemaking processes, in short, peace talks, and post-conflict peacebuilding. The article specifically explores the role of civil society actors in the Guatemalan peace process. The research addresses the possible tensions and potential complementarities in processes where civil society enjoys a mandated role in centralised, formal peace negotiations carried out between the state and armed actors in talks levied within the liberal peace framework. In the case of Guatemala, non-state actors participated to an unprecedented extent in the peace negotiations, and Guatemala has not relapsed into armed conflict. However, post-conflict Guatemala is a violent and unstable country. Consequently, the study challenges the assumption that peacemaking is necessarily more successful in those instances where provisions have been established to guarantee the participation of civil society.PostprintPeer reviewe

    Human Rights Shaming Through INGOs and Foreign Aid Delivery

    Does the ``shaming" of human rights violations influence foreign aid delivery decisions across OECD donor countries? We examine the effect of shaming, defined as targeted negative attention by human rights international nongovernmental organizations (INGOs), on donor decisions about how to deliver bilateral aid. We argue that INGO shaming of recipient countries leads donor governments, on average, to ``bypass" the recipient government in favor of non-state aid delivery channels, including international and local NGOs and international organizations (IOs). However, we expect this relationship to be conditional on a donor country's position in the international system. Minor power countries have limited influence in global affairs and are therefore more able to centrally promote human rights in their foreign policy. Major power countries, on the other hand, shape world politics and often confront ``realpolitik" concerns that may require government-to-government aid relations in the presence of INGO shaming. We expect aid officials of minor donor countries to be more likely to condition aid delivery decisions on human rights shaming than their counterparts of major donor countries. Using compositional data analysis, we test our argument using originally collected data on human rights shaming events in a time-series cross-sectional framework from 2004 to 2010. We find support for our hypotheses: On average, OECD donor governments increase the proportion of bypass when INGOs shame the recipient government. When differentiating between donor types we find that this finding holds for minor but not for major powers. These results add to both our understanding of the influences of aid allocation decision-making and our understanding of the role of INGOs on foreign-policy
